Why do I have to pay Lifetime dues and Annual Dues as a new member?

In each of Don Tierney's neighborhoods where he has built a pool,  he set the expectation that he would build it but the neighborhood would be responsible for all matters and decisions pertaining to the pool and keeping it running.  Although,  Don and Joanne do continue to have a say in certain aspects of property maintenance and membership requirements/restrictions.

During construction, an interest-free loan was put together to cover the cost.  The neighborhood took over that loan upon creation of the incorporation (Kilkenny Farms Neighborhood Pool,  Inc.)  It is the neighborhood's responsibility to pay off this loan.  To do this,  each household is required to pay a Lifetime Membership Due of $1,000 which goes directly to the loan pay-off.

A household, in this case, is defined by the people who live in the house,  not the address.  So,  if you buy into the pool and move to a different single-family home within the neighborhood,  your Lifetime Membership stands.  If you move outside the neighborhood or into The Laurel at Kilkenny apartments,  your Lifetime Membership is non-transferable so,  it will expire.  The people who buy your house will have to sign up for the pool via their own Lifetime Membership Due.

Once you have paid your Lifetime Membership Dues, you are a pool member for as long as you are residing within the Kilkenny Farms Neighborhood (under the terms mentioned above.) However, in order to regain unlimited access to the pool each Summer you must pay your Annual Dues. The Annual Dues go directly towards pool operations. (For example Taxes, Opening and Closing Procedures, Utilities, Phone and Internet, Pool Chemical Purchases, Staff Wages, and any Required Maintenance/Repairs as deemed necessary by the Pool Board.)

CAN I HOST A PARTY AT THE POOL?
